Project Information
In Central Europe, territorial and socio-economic disparities among EU member states are evident. This is also reflected in different approaches and institutional treatment of social and regional cohesion. Social exclusion and poverty disproportionately affect Eastern and Mediterranean market economies (source: Eurostat, 2018-2019).
As Agenda 2030 promotes territorial shaping of social policies and prioritizes the formation of polycentric networks, the 3P4SSE program aims to fill regional gaps in addressing weak economic sectors (with low added value) and disadvantaged people. This is achieved by fostering territorial integration of social and solidarity economies at both regional and European levels. Such integration must be based on public-private partnerships (3P) and strategic cooperation among various institutions.
The 3P4SSE project introduces innovations in the field of social innovation and represents vertical and horizontal cooperation between public and private stakeholders. To this end, a common strategy will be developed, and action plans prepared to strengthen social innovations in health, education, and social services. Cooperation will be formalized through the signing of a special memorandum within the European SSE network and the establishment of a platform for knowledge and service exchange and the promotion of mutual learning. The results will be intended for decision-makers, both public and private stakeholders, in the Central Europe program cooperation area. Transnational cooperation will enable more comprehensive and sustainable approaches.

Handbook for Socially Responsible Public Procurement
The handbook “Strengthening Public-Private Partnerships for Social Economy through Socially Responsible Public Procurement: From Theory to Practice” is intended for employees in public institutions, especially municipalities, who wish to create greater social value with existing resources and in cooperation with local actors. It explains the importance of the social economy, the legal framework in Slovenia and the EU, and offers concrete tools, examples, and steps on how to integrate social, ethical, and environmental aspects into public procurement procedures. By doing so, public procurers can promote employment for vulnerable groups, strengthen the local economy, reduce social disparities, and contribute to sustainable development.
Recordings of the training Socially Responsible Public Procurement: From Theory to Practice, which we conducted on March 19, 2025, in cooperation with public procurement expert Mr. Borut Leskovec from the Jadek & Pensa law firm, are also available on the PRIZMA Foundation YouTube channel.
Expert Documents Within the project, various expert documents are being created, aimed at strengthening the connection of the social economy with the public sector and encouraging the joint search for sustainable solutions. The first among them is the International Strategy, prepared in close partnership with international project partners, which will be supplemented with further similar deliverables in the subsequent phases of the project.
